The vehicles arent really the main problem here. There are too many examples of cleaner cities with way more traffic density than hanoi. The factories and everything else on the other hand being directly next to hanoi is simply bad planning if your concern is about air quality.

This is probably the live ranking table which is meaningless since it's hourly upxe and air pollution is something that flunctuate greatly throughout the day or between days. So at that particular moment, says Delhi had a huge storm to clear the air while Vietnam had no wind, stationary air. So they need to quote the number, and if they do, it's no where near as bad as South Asia. An even better way is to list the long-term data, such as monthly or yearly. Now I'm not saying that air pollution in Vietnam is not bad, I'm saying that it's not "the most polluted" as the grabbing headline says here, definitely not at the level of South Asian cities.
Btw, I'm Vietnamese, and I have to leave Hanoi/Northern Vietnam because of its air pollution.
